one way is to tax those firms who cause environment pollution very high. strict application of laws is really essntila for preventing pollutions at least to some extent.

Another way is creating and increasing social awareness on the its economic and social costs arises due to negative externalities of pollution

raise disceplinary action for anyone who violates any pollution laws. Death penalty would force everyone to stop littering for sure.
