There could be several reasons.
Since you'll be spending a lot of time on the phone, they may want to hear how you handle telephone calls.
Or it could be that you are a finalist and they are going to ask more questions to determine which candidate is more quailified.
It could also be to allow another person in the company to have contact with you and express another opinion.
It's a good thing--be positive and try to avoid the "ums" & "ahs" & jargon & colloquialisms (like "like") & other hesitations. Speak slowly and clearly and smile while you're talking -- it comes across even over the phone.

My first thought here is that they may want you to have a discussion with someone at a high level of the organization who travels a lot &/or has a very hectic schedule, making it easier to do a phone interview. If this is the case I would take it as a good sign you are on a short list of top candidates, and may be your hardest interview yet, so be ready!
Also in general once the company people have met you and formed their impressions of you image, they can interact with you jsut as effectively over the phone. So I would take it as a good sign at this level too, because they basically are saying they don't need to "test" you any further on certain aspects (like image) - effectively you have already passed a portion of the test.
Another thing I had happen recently is I got a 3rd interview on the phone after 2 in person, because they were interested in me for a different (higher level) position, so I basically had to start the process over. It wasn't a bad thing because it was a better position, but yeah it kind of made me moan, because it just drags it out.
Hang in there, put your best foot forward and think good things.

Wow, that really is odd. Usually the telephone interview is the first. Is this a telemarketing job?! Or do you have to be on the phone a lot? If so, they may just want to hear how you are on the phone. Most companies like that tend to do this to ensure customer service quality. At any rate, I would just do the interview. Make sure you articulate well and speak loudly (not screaming), and clear.

Since this job requires you to be on the phone a lot, it could be they're wanting to see HOW you SOUND over the phone. A lot of companies that require lots of phone usage will do this as a 3rd interview (some even as a 2nd interview) so it's not uncommon. Don't be negative about it and realize that if they're requesting a 3rd interview? They must see potential in you and be glad! You go for it! Don't question it and don't be negative! That sends out bad bad vibes :)

There are many reason they could ask you to do this. Perhaps an important person in the company did not get a chance to meet you. Or, suppose they are having a hard time choosing between you and another person. Whatever the reason, they are still interested so you have another chance to show them why they should hire you.

If you want the job I would do the interview and not complain. If it were your company what would you do? Would you hire a person that complained about doing a 3rd interview? Be the person that you would want to hire.
