As long as there's sex, there is always a possibility of having a baby. If you want to have a baby, have sex about 10 days after her period and continue to about a few days before the start of her period. Do that and she will get pregnant. If you don't want a baby have sex with her between the end of her period and 8 days after the end of her period. Remember your sperm can survive up to two days inside her.

I think you're asking when is the least likely time for a woman to get pregnant: before or after her period.

The LEAST likely time is the first week after her period ends or the last couple of days before her period starts. However that is NO GUARANTEE.

A women is capable of ovulating at ANY time of her cycle, including during her period.

If you are looking to avoid pregnancy, USE CONTRACEPTION EVERY SINGLE SOLITARY TIME YOU HAVE SEX. I cannot make that plain enough!!!!
