I'm just wondering, because I can see the planet, I just cannot get a good sight of the whole ring aroung it.

Just before dawn

Just before Dawn, since Saturn rises just before the Sun. Before dusk is bad since Saturn sets before the Sun.

Your best bet is to wait a few months and look when when Saturn will be high in the sky at night.

Usually depends on where the moon is relative to Saturn. You'd prefer a dark sky after the moon has set or before it rises.
