What was the reason they gave? Other than discrimination due to age (legal age), sex, religion, race or creed, Landlords get to choose who they rent to. If it's discrimination, contact your local ACLU.

If there is a tenants union (i.e San Francisco has one) or other non-profit that serve renters, contact them. Otherwise, start with the city attorney's office.

But unless you can really prove that the reason you didn't get the place was for covered reasons (race, etc.) you won't have much chance. They can, as in job interviews, fall back on "they didn't want to rent to you" or something similar to "fit with the community, etc."
