SPAM itself isn't, but the scams are.
The whole idea of SPAM is to advertise for FREE. But if you agree with me, then you will put up a fight.
- Use the SPAM button and report them as SPAM
- Never open SPAM, no matter how good the offer looks.
- Never BUY from SPAM, don't make that form of advertising profitable.
- Use a (secondary) Yahoo email address to register for products, so you keep your regular email free of SPAM.
- Encourage your friends to use the BCC field when emailing to a list of other people. Ask them "Please keep my e-mail address PRIVATE". This also keeps your email address from being used by a Virus to send you a potential problem.
- AND for GOSH sakes, tell your friends that you DO NOT WANT an e-mail greeting card. Just send a nice and personal e-mail or a card from the regular drug store... and lick a stamp.

Yes -- at least in the U.S. it is. The main law is the CAN SPAM Act of 2003 (it's an acronym that stands for Controlling the Assault of Non-Solicited Pornography and Marketing Act of 2003). http://www.spamlaws.com/pdf/pl108-187.pdf
In general, the website http://www.spamlaws.com will give you the lay of the land on spam laws around the world (but mainly in the U.S. and the E.U.).

Yes, in certain circumstances, according to the CAN-SPAM Act.
(By the way, Andrew S, if you don't know, THEN DON'T ANSWER THE QUESTION!)
