We can't solve it. We can only defend against it. It's not like these people are all "out in the open" where you can have a "let's sit down and chat this thing out" --- that isn't going to happen. There is NO reasoning with a terrorist.

Terrorism will always exist, what we want to do is stop organized terrorism. Security measures and military operations only attack the symptoms of the disease. The main issue arises when people are willing to die for their cause. It's really tough to stop someone who is willing to sacrafice himself. Someone would be willing to die for their own cause if they value that cause greater than their own life, or if they feel that their death is the only way to take care of their loved ones.
Reason 1: I value my cause more than my (and your) life: This happens a lot in religion, but we see it in nationalism too (do you know anyone who would die for their country?). Anytime someone is willing to die for an idea, there is a risk of terrorism. How do we stop this? We change perception so that human life the most valuable thing on earth. Already in the west, many people feel this way (if someone put a gun to your head and said convert to Islam or die, would you convert? Most people would say yes if actually confronted with this choice.) How do we change this perception? Eliminate theocracies and ethnocracies around the world and institute equality for all humanity (perferably diplomatically) and then teach it in schools. Unfortunately, we failed to do this in Iraq (their new constitution is based off of islamic law), and Israel is still dedicated to advancing jewish interests at the expense of equality.
Reason 2: My death will bring about relief for my loved ones. We've heard the stories of suicide bombers' families being paid 30k after the deed. These people live in societies where there is no hope for a better life for their kids. No hope leads to desperation, which leads to desperate measures to help your family. How do we solve this? Capitalism. Capitalism works because it assumes, and prominently shows examples of, poverty stricken people who work their butts off and make their way to the top (the governator of california for example). Plus it works in practice. If people have hope, they don't kill themselves to take care of their family, they try to make their own way. Unfortunately, the US has a habit of backing dictators who are friendly to our policies and punishing people who elect the "wrong" government. Also, America is held hostage by the oil cartel, so we must give the ruling families of these countries a lot of leeway in oppressing their people.
So there you have it, how to stop terrorism and how the US is screwing it up, in 3 short paragraphs. :-)

By killing every Muslim Fascist... and, since that is never going to happen for obvious reasons... we can NOT solve terrorism.
