It depends on what kind of effect you want. For something dramatic like green and red, I think rust would go with a steel blue. For a softer or more natural match, it would go with a grassy green. Or you can make it almost blend in soft with a pastel yellow.

I'm guessing that you have a rust top or bottom and need the other.

If you want to blend:
Staying in the same color family usually works well. Rust is a warm so try browns, yellows, reds. These are also the colors that make the color rust, so they should blend nicely.
Also, rust is considered an Autumn color. Other autumns include burgundy, brown, and dark greens.

If you want to contrast:
To set off the colors, blues work best. If you are planing on three colors in your outfit to , try the rust with green and purple. It would be bright, but you would be noticed.

Neutrals will always work with other colors, white, black, tan, and gray. Make sure you don't look too dull when pairing them with a more subdued color(s).

Have Fun!

There is no one absolute best color combination. I've had rust jackets and rust pants. With them, I might wear shirts in yellow, orange, tan, ecru, biege, pale blue or chocolate brown. I suppose some greens will work, but they clash with my ruddy skin and hair. My brother and my sister can wear them however. Black might work, but white and grey seem dull with rust. Purple and violet go with almost nothing.

Since rust is an earthy color, it can be combined with cream, taupe/beige, black, white/off white, brown or gold. A color that is earthy will compliment rust.
