Changing tires is a lot of hassle and may not work. Considering the price of the gas to get to and from the store, tires, nuts, your time bloody knuckles etc you are better off getting a used mower that is adjustable. You don't want to change the tires every time you want to cut the grass longer or shorter.

Try buying just 2 and replace the front wheels. That will lower the front and lower the angle the blade cuts at. cut a small patch normally. If that's too low, try angling the mower up a little. That might get hard if you have a big lawn

Yes you can. Just be careful it isn't too low, if it's too low it wil scalp the grass and kill it. With the mower off, measure from the floor to the bottom of the blade. It should be roughly 1 1/2-2" high. Of course, this depends on your climate and preferences.
