Your Father, or Gym Leader Norman, can actually be a surprise because he is a pretty tough trainer and uses some real nasty Pokemon. Normal-type are weak against Fighting-type moves while Ghost- Rock- Steel-types are strong against Normal-type moves. You should be aware, however, that Normal-type Pokemon are notorious for being very well suited to using a large variety of moves.

You'll first want to make sure that your Pokemon are equivalent levels to his--or better if you can. Defensively speaking, you'll need to be able to go a few rounds with him so make sure you're Pokemon have good Defense/Sp. Defense stats. Unless you have an extremely high-level Pokemon, you probably won't be able to OHKO his Pokemon easily.

Speed will be important as well: Linoones are pretty quick and Slaking--when it isn't Loafing--is right up there with the best of them. You'll also want to be especially careful of Slaking because it can be taught the TM Aerial Ace, which will crush any Fighting-type Pokemon you bring.

Status-afflicting moves will also be quite helpful, especially if paired with a damage effect or as a Special Ability. Electric-type moves that also have a chance to paralyze are handy for slowing opponents down. Special Abilites like Poison Point (Seadra) or Spore Effect (Shroomish/Breloom) can have additional defensive value because they inflict these conditions when your Pokemon are attacked.

Norman your dad uses a normal-type pokemon. Try fighting-type pokemon like Machop, Machamp, Machoke, Medimite, Medicham, Makuhita, Hariyama. Find some more ways to defeat from neoseeker

if you are having trouble, level up your team.

there is no specific "best" to beat any other pokemon with

but a sableeye is not a bad choice. try to ev train its special def though, since normal attacks don't hit ghosts, their choices will use special attacks (mostly)

also, nincada's have great defense, but only moderate attack.

a gyrados can take damage and dish it out too

machops are an option, they're found where numels are, north of mauville, west of the desert, in the first grass you see. however, i'm never happy with that family

but makuhitas are decent. good hp, and decent attack scores, found in the cave on the island with dewford

also... you don't necessarily have to beat that gym yet. sure, it can be gym 4... but you can travel further in the game first.
