In a way yes.........

When consider electromagnetic radiation, we can either treat it as a oscillating wave of electric and magnetic field or as a mass-less particle of energy.

Now, which is correct? Actually both. That's the strange thing about it. We need both kind of descriptions to account for all the observed phenomenon. And since this is just a scientific model used for the purpose. Hence is actually meaningless to ask which is correct. A scientific model is only supposed to answer how nature can be described and not how nature 'is'. How nature 'is' , is a question which is actually beyond science ! That's what we have come to understand in our age.

Now, at any one given situation, we can either consider EM radiation as an photon (energy packet), or as a wave. But not both at th same time. However, we do have a formula that links the energy of the Photon of a given radiation and the frequency of the oscillations of the same radiation.
This formula is - E = hf , where 'f' is the frequency of the radiation and 'E' is Energy of the Photon and 'h' is the Plank's Constant.
So this formula links both kinds of descriptions.
