In the Research center on plasmas, temperatures of millions of degrees have been attained (for milliseconds, in a minuscule volume).
High voltages of above 100,000,000 volts are regularly made in text labs for High Voltage transformer tests under lightning conditions.
Lowest resistance is obtained in super-conductors, where electrons circulate freely - R = zilch...

Hi. Scientists have generated a tiny environment with high enough heat (and pressure) to fuse atoms. I think this is the highest temperature. We make millions of volts routinely in our local Museum of Science. The least resistance occurs in super-conductors and equals zero.

You should research the work of mr.Tesla.
Nicola Tesla made some remarkable and ground breaking discoveries in the field of electricity. Thanks to him, we have AC currents instead of the vastly inferior DC, for one! He was also a pioneer in "free energy", but at the time, "free" meant "no profit" so he was systematically shunned and wrongly 'debunked' by those who had their own interests at heart and the financial means to ostracise him.
Many of his patents were 'confiscated' by the American government at the time.
His family are to this day, still fighting to get them returned.

plasma arcs between two electrodes have temperatures about 6,000 kelvin or higher.

the temperature of the electrons in the arc is about 20,000 kelvin because the electrons are feeding energy to the gas in the arc

the energy comes from the electric potential difference between the electrodes
