Lying wee tykes! Of course they can unlock it. I took my phone to one of those odds-and-ends-for-phones shops and it was unlocked for a tenner. Give it a go in another few shops and don't pay any more than that. x

Either contact your network and ask for the phone to be unlocked, or go to a Nokia phone specialist shop (found on Nokia web site) and ask for it to be unlocked. It usually incurs a fee.
Also, have a look on the web, there are some unlocking programs there, but be careful. Some wont work, and if you try to unlock your phone too many times incorrectly, your phone will not unlock!

I think you might be pushed to find someone who can do this.
3 are an aweful network and make things very difficult for their customers. for example if you try to use a 3 sim card in a non 3 unlocked phone, it will either not work or 3 will block the sim card. when it does work you can't access things like the phone book.
PEOPLE STAY AWAY FROM 3!!!!

The N series are not the same as normal mobiles. These have the sim lock hard-coded into one of the chips inside the handset. It's called BB5 locking protection.
BB5 has been cracked, but the guy is now working freelance and raking in his retirement fund - have a Google for Dejan BB5 box for updates.

Call '3' customer services. They WILL unlock it officially if it's yours for an administration fee of £15.
I've done a few of my ex-contract phones.

The operative word here is "unlock".
It is likely a felony!
Be careful
