Why haven't we passed a constitutional balanced budget amendment yet? What reasons are there for not passing one?

It'll never happen while Bush is in office. His idea of a balanced buget is giving the biggest tax breaks to the wealthiest Americans, while borrowing billions of dollars from foreign countries. The other day, I saw Cheney on TV, "bragging" about how the deficit will be cut in half by 2009, under the current tax/spending plan. Whoopee!

We don't need to pass a balanced budget amendment.

What we need is to enforce the amendments we currently have. Just enforce Amendment 10, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

There is nothing in the constitution supporting transfer payments. Eliminate them and save more than $1 Trillion per year.

Well, what comes to mind is 9/11, Katrina, Iraq war intensifying,
earthquakes & tsumanis in a few countries & etc,etc.,etc.
Budgets can not plan for major emergencies has does your budget at home work? Do you always stick to it or does the car break down, kids pick more expensive college or etc?
The last balanced budget passed by congress almost bankrupted the country. My state does not want a poor education or bad roads or the poor to do without programs for balanced budget.
