The non-skid pads are good,(the flat rubbery ones) but if you live in an area of high humidity they sometimes leave a residue on hardwood that has to be scraped up. There is another type called Millenia. It is a felt pad like the older style hair and jute pads. This type of pad is the very best you can get for hardwood as it is a felt and will not scratch the wood. But it will slide some so for small rugs like runners I usually wont recommend

I have used horsehair carpet padding under oriental rugs on hardwood floors stays put and does not damage floors or rugs.
not cheap but the best musiums use this technique

Personally, I use Duck Tape. It's relatively inexpensive and really easy to apply. I buy mine at Home Depot near the carpet/rug section.
It won't mess up your rugs or your floor, but it'll keep them in position...

I would have thought rubberised backing, or those non-skid strips you can get to go under rugs. They are a sort of rubber mesh.
