Hermione of course, for 1 thing we don't know much bout Pansy but her family is on Volemort's side with Draco's, and she is always following him around, so she is not good and she is described as Pug Faced so not good looking.
Hermione is smart, and kind and would do anything to help her friends Harry and Ron and she has grown over the years and doesn't have buck teeth thanks to Draco in 4th year and she is becoming quite good looking too so she is the better person

but if i were to chose between those two....i'd say hermione...pansy has never really been a good person....and it ws never mentioned in the books that she was good looking
