Hello There,
You will no doubt be aware of the climate changes throughout this world. Reason is that man has abused the facilities which Mother Earth has provided for us.
The ozone layer is too thin and in some areas of the world there is no ozone layer left. Thus allowing for the ultra violet rays to penetrate through, if you like you can think of the ozone layer as a serious skin protector. Using spray cans, old fridges and freezers, car fumes, chemical companies burn off their unwanted fluids and man just does what man wants to do.
The ice cap is melting at a much faster rate than was first realized, so the knock on effect is water rises. The weather conditions become manic and hey presto, floods. The weather experts are telling us that the adverse weather conditions are going to become worse than ever.
Man however is still being given a second chance to calm the weather to a certain degree at least.
Stop using electicity when not really needed, walk to the shops or mall rather than use the car. Cycle rather than walk if you prefer. Remove all of those crazy vehicles, called 4 x4, stretch limos. off the roads. Use only the recommended fridge/freezers, stop using so much plastic. Recycle just about everything you use where possible.
I am in my late 50's and am doing the best I can to help this, if we don't all pull together there will be more sunamis, floods, tornadoes, torrential rain etc. The climate is getting ever hotter so the more of the ice cap that melts, the more those waters are rising and heading towards us.
In the UK the rivers have been overflowing at a mega rate, it is a great worry, you had New Orleans which was dreadful and unless everyone pulls together it will happen again and again and not just in New Orleans.
Try reading Grographical magazines, it will be made clearer.
But for now, take it easy, if you are very young, now is your chance to spread the word and act upon it.

The snow off the mountains melt and turns to water and comes down to the rivers and also the rain goes over the level of the river creating thus called floods..

More rain means more water into the rivers so the level rises, until they flood out over the surrounding area.

when heavy rains fall the water falls into the rivers, also ground water which fell on the ground seeps through the soil and eventually gets into the rivers, this causes a rise in the river level and it soon breaks its banks and floods the surrounding land. A levee (a deposit of silt on the river bank which is higher than the surrounding land) is a feature whichs shows a river has previously broken its banks...

Upper river countries cut the trees , so more soil comes with the rain water and silts the riverbed ( i.e. decreases the water carrying capacbility ).
Then the dams can't keep hold of too much water during rainy season / sudden rainfalls and realeses the water to the riverand too much rainfall increaes the river to overflow.
All these causes rivers to overflow and flood .

In most cases cloudbursts.Or due to landslides blocking the river's flow while it flows through deep gorges, and then suddenly giving way to the large amount of water that has got collected behind the natural barricade causing floods,as is the case with river satluj,North India,where water collects in a natural lake formed in Tibet[China] called Parchu lake,every year.
