I've tried photoshop, but it seems like there would be a better/easier way. I've also tried Ulead Cool3D, and I like it, but it seems kind of buggy. Any suggestions that are similar to Cool3D, but better?

Adobe Illustrator.

Adobe photoshop is great for treating images, but not for creating logos. For logos you need a vector-based application that will allow you to resize your graphics without loss of quality.

This is what I do for a living. Trust me or be sorry later.

Adobe/MacroMedia Fireworks. Less popular than PhotoShop or Illustrator, but it will do bitmap based renderings AND uses vector graphics by default, plus on top of that...

1) Its native format is the PNG graphics type, so you can export to the web as a JPEG or GIF or just upload it directly and most web browsers can read it.

2) It integrates with Dreamweaver so you can edit graphics directly on one program without having to switch to the other.

Other than that, for fast and painless logo creation using a wizard-style approach, I often find myself going back to Microsoft Publisher

Adobe Photoshop CS2. You can find tutorials for almost all photo illustration programs on pixel2life.com. Maybe that'll make photoshop easier.
