Depending upon what you like to do and how you like to travel, here are some options:
bandbfinder.com is a great website for romantic bed & breakfasts. I've even gotten my boyfriend hooked on them!
As for locations, many people like Boston, personally, I don't.
I am a shore person so I would recommend any of the following:
Mystic, CT
Rhode Island
Plymouth, MA
Martha's Vineyard (never been there, dying to get there!)
Bar Harbor, ME
Ogunquit, ME
Salem, MA (there's some neat history & sights)
Plymouth, MA (more history & sights)
I almost forgot, if you go anywhere near Maine, and you aren't vegetarians, you HAVE to eat at 'The Steakhouse' on Route 1 in Wells, Maine. Great restaurant and the best steak I have ever eaten in my life!!

Cape Cod/ Martha's Vineyard is very nice this time of year. Walks on the beach or a nice dinner in can be romantic and will score you big points!

The Castle, Ludlow VT. If you go there be sure to eat at Harry's Cafe a few miles up route 103 in Mt. Holly.
