Well, the e-sub0 and mu-sub0 are constants used in the field of electromagnetism. There is no experimental or theoretical evidence that G is expressible as a function of either of the above quantities.
The truth is, the nature of gravity is still not understood. Einstein described it as a curvature of space time, but we still don't understand why mass or energy causes this curvature.

While physicists would love to find a way to relate G to other, better understood quantities, there seems to be no way at the moment.
So to answer your question, they may be related, or they may not be. We'll have to wait and see what happens if we ever get a good working theory of quantum gravity.
