I would take the phone to a store to get it check out and I would call your cell phone provider to check if you phone is register on the network.

Take it to whereever you got it, well, take it to the phone store, in my case, Verizon.
Once you take it there, if it was a problem caused by the phone company, they will fix/replace it, but if you broke it, then you buy a new phone.

Unless you've accidentally muted it then it means that the speaker/microphone is broken, take it to an authorised repairer to be repaired maybe also check if it works on your handsfree as well, they'll probably ask you this at the repair place.
