I found this question at another site:
I recently added a new hard drive to my computer, but I didn't deauthorize itunes before I did it...now I can't play any of the songs I bought!...They won't let me authorize my computer either.

I didn't have a problem with this when I reformatted my hard drive recently, but I only had 2 pc's authorized. It still says I have only 2 PC's authorized too. I forgot to deauthorize my computer also, but after reinstalling, I just reauthorized and it worked fine.
Your best bet is to contact Apple's tech support about it. If you explain the situation, they should be able to deauthorize the inactive pc and that should let you reauthorize.

Make sure you're running the latest version of iTunes as well.

Have they tried a re-install of Itunes ?
