In the tool and die trade, often times machine and machine tool are used synonamously - albeit incorrectly. It may be easier to describe each of these, picking the easiest first. Tool (in this trade) would normally refer to the device actually touching the workpiece. It could be a drill, a broache, a sawblade, several others as well.
Wikipedia says this about a machine tool - A machine tool is a powered mechanical device, typically used to fabricate metal components of machines by the selective removal of metal. The term machine tool is usually reserved for tools that used a power source other than human movement, but they can be powered by people if appropriately set up. Many historians of technology consider that the true machine tools were born when direct human involvement was removed from the shaping or stamping process of the different kinds of tools. For instance, they consider that lathe machine tools were invented around 1751 by Jacques de Vaucanson because he was the first to mount the cutting instrument on a mechanically adjustable head, taking it out of the hands of the operator. One example of this might be a CNC (Computer Numeric Controlled) machine.
A machine as I understand after reading a definition would really only assist with the production of a workpiece. In other words, a machine might be a lathe, a tool used to cut and form normally round objects, and with your help to guide the tool in order to perform the cutting action. The machine tool as mentioned above includes some degree of automation, which would not necessarily require you to perform an action to produce the workpiece.

Machine is the most general term, for example, a car is a wheeled, driving machine.
Machine tools are referred as original machines that manufacture metal, wood, plastic components, i.e. metal working machines, wood working machines, etc... It has "tools" in the term because the tools are needed by the machine to accomplish the job.
Tools are just tools, they can be hand tools such as screw drivers, or machine-used tools such as a milling cutter.

A jigsaw is a tool used for cutting arbitrary curves, such as stenciled designs or other custom shapes, into a piece of wood or similar material. Machine is assembly of mechanisms which produces useful work by using external energy or power.
i.e. washing machine, air conditioner etc
Machine tool is something that which mainly used to give a shape to material in which tolls are independently used where in machine tools are not used. i.e Lathe , Milling etc
