The check in time for the hotel i will be staying at is 3 p.m. What is the earliest time i get away with to check in with out being charged?

3 pm. is just set up so that they can get the previous people out and clean the room before you move in. Most people check out before the last minute so many rooms are already available before 3. There is no real earliest time. It's basically a matter of if a room is ready they'll let you move in, if not, you'll have to wait.

A lot of it has to do with if the Hotel is full, if it is not full and they have a room in the price range you have reservations for. Then you can usually check in early.
AS others have suggest, check with the Hotel directly. Let them know in advance that you would like to check in early.
You are much more likely to be charge additional if you do not check out on time, than to request early check in.

You don't say where your going or staying, certain areas of country are better about early arrivals than others.

Here in Hawaii. You can just about forget getting early check in.

The hotel will probably let you check in as soon as a room is available in the morning. If you want to find out a better idea if room's will be ready early, then call the hotel to find out their availability the night before. If the hotel is sold out, then there's almost no chance for an early check-in.

Call your hotel and ask if they allow early check-in if the room is ready.
Some of them will offer to hold your luggage in the event you cannot check in early. This might allow you to leave your bags and head out sightseeing if you arrive early.

ask at the desk -- if your room is ready, ie. the other party checked out and the room has been cleaned--then you can check in early with no additional charge.
