Many reasons. heres a few:
cuz girls that age are more senstive.
booobs are a more personal thing.
beards are not sexual... booobs kind of are
many other reasons... just think!

I think if I as a man would say to a young lady "Gee, your breasts are filling out fine young lady", that might get me a free stay in some institution or worse, a visit from a Father who would like to ask me what the f$%! I think I was doing as compared to saying to a young man "Gee, your beard is filling out fine young man", which would probably get a thank you. A beard has no value as to something that is "taboo" as to a young teen or pre-teen blossoming into womanhood. If you had a daughter, would you want some guy commenting on her breasts? what signal would that give you? I think that a boy's beard is less of a sexual comment than a girl's blossoming breast's.

Because some guys find it amusing to laugh at boys growing beards- even sometimes girls. Boys don't say anything TO girls about their boobs growing, but they are thinking it and talking to their guy friends about it.

Breasts are private, very few people get to see them - especially as a teenager. your beard is there for the whole world to see....
and you might not believe this but teenage girls do talk about their growing breasts sometimes - guys are just unaware of this....
