-3 = a + b
1 = 9a + b
a = 5/8
b = -29/8
now you have formula for the line:

first u have to find the equation of the line. u do this by the 2 point formula.
(y2-y1)/(y1-y)= (x2-x1)/(x1-x)
therefore: (9-1)/(1-y)= (1+3)/(-3-x)
8/1-y= 4/ -3-x
(cross multiply)
8(-3-x) = 4(1-y)
