I don't think windows should be limited to offices. There should be plenty of opportunity for everyone in a building (office, manufacturing plant, etc) to be exposed to sunlight on a regular basis throughout the day.
In the Midwest, during the winter most go to work in the dark and leave work in the dark. The lack of exposure to the sun can cause depression, which is now called seasonal disorder. There are important vitamins that we get from the sun that maintain our mood.
No doubt there is a direct correlation between mood and productivity. So, windows get a thumbs-up from me.

Yes, because some people can open windows when the office is hot. so its a bit cooler then. Susie

Yes, by law they should.
I tried to put an office in a basement but was unable to due to health and safety laws.
Windows are a means of escape in case of a fire!

if you mean the software, i don't know, probably. If you mean windows as the things you see though, then defiantly other wise workers will be depressed from having no natural light.

fresh air to breathe
sunlight when its bright
feel happy to be inside when its raining outside
somewhere to glance whilst daydreaming (other than the fittie on the other side who's caught you in the act of eyeing them up and no longer tolerates the daydream excuse!!)
