Why is it illegal for individuals to "scalp" their sporting event tickets (even at face value or less) but legal for "ticket brokers" to jack up the prices many times over and sell?

Depends on where you are located. Scalping is legal in Cincinnati as long as you follow some rules on permit and distance from the stadium. These same guys can probably also offer tickets for events in other locations.

I do not know. I think tickets should only be available for Named persons who can prove thier identity. That way they cant be touted and everyone gets a chance at a seat at a fair price.
