Actually Superman and the Hulk have fought before and I got the impression it was mostly a stalemate, but I do think if the fight had have lasted a long enough time, Superman would come off second best.... of course, Superman generally doesn't use his heat vision on Hulk that I've noticed, I'm not sure how well Hulk can or can't stand being cooked, ice breath probably wouldn't affect him much, and the Hulk rarely uses his sonic claps, which might give him an another advantage over Supes...
So that being said.. its relatively clear Superman would be unlikely to beat the Hulk... but theres more characters around to consider, Thor has chances in varying ways, depedning on what he gets the chance to do or not... my favourites would be to see other battles between Gladiator or Prime vs Hulk... anyway, that aside, wouldn't the best tactic to be revert Hulk to Banner and keep him there when you take him on?...
so most heros who could supress the Hulk in Banner, and reasonably take on Bruce have hit the jackpot....
as well or otherwise, theres always cosmic entities, intangibles, psionic/psychics, etc... that attack Hulk in a different way, but for sheer physical power, there are few that could outlast or physically dominate the Hulk, "strongest of them all?" its mostly true... and I like it that way...

Surfer would make toast out of the Hulk. Spider-man when he was the host of Captain Universe knocked the Hulk into orbit. This would have killed the Hulk eventually ( he was in his Joe Fixit/ grey state and turned back into Banner when he saw sun light).
Dr. Strange could most likely beat him as The Hulk has no magic resistance at all.
The Vision could reach through the Hulks chest and make his hand tangible in the Hulk's heart causing it to clog.
Most higher level telepaths could defeat the Hulk ( he is no mental giant)
To recap, the Hulk ca be beat by the following:
Any Cosmic Being
Magic
Telepaths
Intangibles
Pretty much anyone that get around his physical dominance.
But I think the best fight to watch would be between the Hulk and Juggernaut. They would level a city!

You are all foooooools you know! Nothing can beat the hulk especially when he is very and i mean very very very angry! dont u get it! Only man fused together can beat the hulk and they are the saiyans! Super Saiyan 4 Son Gokou fuses with Super Saiyan 4 Vegeta Becoming Super Saiyan 4 Gogeta.He will blow hulk into oblivion with just a single super quick powerful punch! No part of hulk can escape.If that is not enough, Gogeta 4 Can summon his Super Duper Killer Kamehameha killing the hulk in an instant (more quicker than an eye blinks) and destroying the whole solar system itself leavng Gogeta 4 as the only sole survivor.U see! Gogeta 4 is unbeatable! Hulk is just a puny cockroach to him! huh! Puny Humans! Gogeta 4 sez Puny Green Being!

superman is strong and hes pretty smart as well. Hulk is just a big green seriesly strong dude but he lacks brains, and vocabulary if you been watchin the cartoons. All supermans gotta do is throw hulk in space and thats it cos hulk might be hulk but he needs oxygen to live dont he. And he cant jump back on earth cos he ll need someting to jump from , which you cant really get in space can ya.

not mayb can take out the hulk totally, i don't think superman or any other really strong guys could, hulk will become stronger then them, your need some real power, like onslaught, or silver surfer. Galactus easly could. Ummm some of the omega mutaints might be able to. Proteus could also. not many more beside like the gods of marvel, living tribunal, death and effinity

In the actual comics, really only Thor has ever beaten the Incredible Hulk.

well if you watched Ultimate Avengers DVD the answer would be Captain America and the rest of the Avengers. They all teamed up and kicked his ***. Cap gave the final strike.
