The most essential features of a developed country are :
1. Education
2. Science and Technology.
3. Trade and commerce
but however, the strength of the back bone of a country lies in :
1. Avoiding corruption.
2. Reducing poverty.
3. Controlling crime
4. Fair politics

That's a BIG question. In Ireland we've gone from 3rd world to 1st world in 100 years,(ish). Singapore did it in 25 years.
I've always thought that education is the key to escaping the poverty trap, for individuals and societies. Combine this with good governance and investment, that's about it!
