Yes, it can be. Perfection is an abstract concept - it is not absolute, it is relative. As long as nothing else of the same kind exits everything is perfect in its own right. For example if there were only one chair in the world than it would have been a perfect thing. But as there are many, some are better than the other, therefore search for perfection is on.
Imperfection is perfect in this relative sense. All chairs are appropriately made for a purpose, but none is perfect in relation to one another. But they are perfect with all there imperfections for the purpose, and in their own way - they are perfect within, and is also perfect as a class of things for a purpose.
