You do not need a tourist visa to get into Singapore. All you need is your passport. :)

You just need a passport as a tourist. If you are applying to study in Singapore, then you need educational certificates. You do not need an IQ of 175 to enter Singapore, just need to spend $$$ there and everyone will welcome you.
