which better to use in network security IPS network base or host based system to manage enterpise network such as bank and big organization ?and which easist to setup and monitor

Both.

If you're trying to protect something like a bank, you *really* want multiple levels of protection. Preferably from different vendors - that way if one doesn't stop the intrusion, the other one will.
