On Spetember 14, 2001 the House voted 420 to 1 to authorize the use of force in Afghanistan and the Senate voted 98 to 2.

Percentage wise that is 99.8% in the House and 98% in the Senate or combined it would be 99.4% authorizing the use of force.

For Iraq it was 77 to 23 in the Senate and 296 to 133 in the House.

So in each case the use of force WAS authorized by the Congress.

When there is a crisis and loss of life such as 9/11 the custom is lower the flag to half mast.

Not an American are you?

They had to have a majority vote, which I believe is 66%, and yes most Americans raised their flags after 9/11.
