I suggest that you get an email buddy who understands your wish and agrees to use only proper English with you. In chat, people get too sloppy and you will pick up bad habits. Snail mail is too slow; you won't know you made a mistake until long after you forget what you said.

The obvious answer is studying. Of course, the how to study part is what you're looking for.
First, if there are any formal classes in your area you should consider them.
Next, read, read, read, as much as you can. Read books, journals, newspapers, etcetera, and not chat as mentioned by a previous poster.
You could also find an old fashioned pen pal. Find someone who writes normal letters and begin writing them back and forth.
Perhaps try to write a book of your own. Start with some short stories about yourself and then work into whatever interests you. If you have someone near you who is a very good writer or editor, have them look it over critically. Do not be upset if they find many errors in your early works. Learn from it.
You may find that people in management who edit reports regularly are the best skilled at editing.
The simple answer is this: The more you practice, the better you will get.

To speak good English,
- Do some tongue twister everyday
- Read aloud the news in the newspaper
To write fluently, do more writing. Here are some ways:
- Get a pen pal (You will write quite often)
- Rewrite a article that you think is good. Then compare what you have written with the article and see what you can improve.
You also need to increase your vocabulary by learning at least a new word everyday.
I used these methods during my school days. Hope they helps.

Read ALOT. And pay attention to sentence structure, grammar, spelling, etc.
Buy an English language writing skills book.
Try a language cd-rom that's fun with great exercises that'll help you pick up the skills you need quickly. Your local library might have one you can borrow to see if that option works for you.
