Just a dictator.
If you like the kind you may say that Mr. Mugabe excels in is mission.
As a dictator his main job is to keep the power and avoid, by all means the possibility of facing an international Court for crimes against his people.
But he is not alone. They are more dictators in our world then Democrat leaders.
We are still learning how to improve the democracy and how to be and behave as a democrat.
Even in our countries you still find a lot of dictatorship lovers.

I have spoken to a farmer who has come to the UK to live, after this atrocity. His account of what happened was harrowing!!
