Absolutely!
Peace cannot be achieved if it is one sided.
If two countries agree to not fight, the first one to use violence, no matter how small, has broken the agreement.

Both sides must be motivated to solve problems with words instead of guns.

It depends. If the peace is in favor of one's own country and in its interests, then yes.
