In California, cars are legally bound to have the license plate showing in front. But like majority of the "crimes" in the world, if it doesn't get noticed, then you don't pay for your "crime". More often than not, cops are too busy looking at their speed radar when the car is coming towards them, then they only catch a glimpse of the car's rear view as it passes by, or it's harder to catch a glimpse of a car's front when it's passing at a high speed on the other lane, unlike the rear view of cars, when you and the cop are going in the same direction. Just don't get caught, then you won't get ticketed. It's something like a $20 fine, which most people don't mind paying. They'd rather have a "clean looking" uncluttered front image of their car, than put a license plate.

Yes you do have to have one....but most cops don't really care....my sister has an IS300....and her bumper doesn't have a license plate and she's never gotten pulled over for it......she's had it for 2 years now like that....
