it sounds like there could be a possible sexually abuse.
It also could be that she was watching her Mum and her Boyfriend and is acting out what she saw.(This is a form of abuse)
One way or the other you have to report it ,i know its hard because she is your neighbor and it takes a lot to take that step a lot of people can not do that ,because they worry about what happens after the report ,be strong and say to yourself i gotta do it for the child.
But you are absolutely right that it is not normal what she does.......
Those sign are very Aves don`t wait any longer pick up the Phone and call CPS now!!!!

I don't think she is being abused, I think she is not getting enough attention at home and she got into her mom's stuff.
Of course I have never actually met her and you have. It's best to call child services. They will come and investigate and if there is something going on then hopefully they will find it. You can report anonymously so they never know who it was.
If there is no abuse then no harm done, but if there is you could be saving this girls life, or at the very least making her mother pay more attention to what is going on with her child. A ten year old shouldn't know the things she knows.

Make a report to the CPS as soon as possible. I won't hurt to try to protect the girl ... it will hurt to let it go on.
The people you make the report on will not be allowed to know from the CPS who made the report. That is kept strickly confidential ... CPS WILL NOT reveal the person making the report ... for the reporter's safety. It's the law!
So... Make the report!

Good god! A 10 year old should NOT be doing things like that. I would definately call CPS and let them know what you think may be going on.

Do not leave it alone, ring somebody immediately. That behaviour is not typical of a child that age. Even if she hasn't been abused per se, she is obviously being exposed to alot of inappropriate things.

yes, call them. they will conduct an investigation and determine whether or not to file charges and/or remove the child from the home.
