Looks to be near Japan

It must not be too big of a city. It's somewhere in Japan though!
I checked this site for lat/longitude for Important places in Japan...and 32N 138E is not on there!
The closest I get is 34.45N 138.01E-Kakegawa

There is no city there - but it is very close to the Pacific Coast of Japan. Perhaps the closest city of note to that intersection is the city of Nagoya.

Sounds like San Diego, or some place in Southern California.
