Interesting.
Be prepared for a culture shock! Also, be prepared for strong, opiniated women, catholics everywhere and a very, cold, long winter.
I suggest you check www.monster.ca to get an idea of the job market and cost of living. This is difficult to answer, as we do not know your exact qualifications and what you would compare cost of living to.
Take your time, research. there are lots of nice people in Quebec, but like any new location, it takes time to make friends. Also, because you come from Iran, expect LOTS of people on this side of the Atlantic to have false ideas about you and your country; we rarely see positive news about Iran, especially lately. Lets just say that the ideas of your leaders are not very popular around the globe, just like G W Bush would have a very hard time winning a popularity contest held around the world.
Most people however, do make the difference between gov and ppl at the bottom and are very likely to ask lots of questions in order to try and understand. Also, expect Quebec people to have very liberal ideas and attitudes

If you can get permanent status, you will enjoy much more freedom, much more business opportunity, and the Muslim population is growing rapidly there. I was just reading last week about the courts trying to work out a case where Muslims want to have their religious law included as a set of sub-laws for the Muslim community, so this environment may not last long.

I think some of the other posts answer you question quite well.
My cousin in law is of Iranian descent (born in the UK but strong links) and he lives in Ottawa, is tri-lingual (English, French, Farsi).
Ottawa is pretty much like Quebec (just over the river!).
