The best, easiest way would be to contact a local HAM club. They may have free books to loan you, and may even have a study group or at least an 'Elmer' (helper) to guide you.
You need to take a test to get licensed, and of course then buy the right equipment.
If you can't find anyone local to talk to (or an amateur radio club within driving distance), contact the ARRL (short for American Radio Relay League). They've been helping people get started for over 100 years.
Your local library or bookstore may have a copy of the Amateur Radio Handbook published by the ARRL for a looooooong time. It's got tons of information in it, and many people use it to study for their ham test.

To become an Amateur radio operator in Canada you must obtain an operators certificate and a station licence. The Kitchener-Waterloo Amateur Radio Club provides courses for area Ham enthusiasts wishing to become hams, as well as advanced classes for Basic licence holders wishing to upgrade their licence.
Industry and Science Canada issues the certificates after the applicant has passed a test. KWARC also provides government approved examiners who give the exam for each of the certificate types.
There are 4 types of certificates
Basic
Advanced
Basic + 5 wpm CW
Advanced + 5 wpm CW
The basic qualification is a prerequisite to the other three which can then be obtained in any order. Each certificate grants more privileges to the operator but the basic level is all that is needed to get on the air.
The station licence gives you your call letters. This is your identity on the air. There no longer any annual fee for this licence

Through the ARRL( American Radio Relay League). If you own a cell phone you already are a radio operator.

First take a Morse code / wireless training.
Then get a Licence and call sign.
In Delhi you can get all the details from the Ministry of Communications - WPC Wing.
