The principal challanges associated with using global energy resources reponsibly are:
(1) Determining how to allocate global energy resources--who gets what and for what purpose?
(2) The transactional costs assoicated with actually allocating number one.
It is the opinion of this spaniel that the free market is the most efficient way of tackling these problems, ensuring the energy reources find their way to where they are valued the most.
