"Chilly"? As in the food or another term for "a little cold"? "Chilling"? Now here's some chilling $#!T for ya! Wait, you said "something like Resident Evil"? Are you thick? Resident Evil licks carcass anus. Both of them. And I hate to break it to ya, but all the old movies are the scary ones. New ones are just Matrix apes with too much CGI. Movies like Hostel and the Decent are kinda scary, but they rely too much on over-the-top gore that don't let you use your imagination. True horror is psychological. If Kung Fu fight scenes with skinless Doberman Pinchers and holographic, snot-nose, punk kids is what you seek then here's a list of "chilly" movies you might dig.
Hostel
Wolf Creek
Silent Hill
High Tension
The Decent
The Exorcism of Emily Rose
If you want to see a real horror film, watch one of these:
The Audition
The Three Extremes
Angel Heart
Jaws
The Excorcist
The Thing
Straw Dogs
Last House on the Left
Susperia
The Serpent and the Rainbow

Considering that most new horror movies suck, I can't recommend many newer than Event Horizon. Good Recent ones include The Devil's Rejects, the remake of Dawn of the Dead, and 28 Days Later. However, if you want good horror movies, you have to go older. I recommend Alien, Aliens, John Carpenter's The Thing, John Carpenter's Prince of Darkness, A Nightmare on Elm Street, and A Nightmare on Elm Street 3 are a good start.

You could try Silent Hill. That was a game as well, it's a bit gory at parts, and I hear if you never played the game it tends to get get confusing. I thought it was ok, but I played the first game, and I thought it followed some of it ok. I do prefer the Resident Evil movies as well, I think those are the best yet. Hard to beat. I wouldn't say any scary movies are "terrific" these days though.

There is not that much around, Resident Evil & Res Evil Appocolypse were two of the better recent ones. Try Event Horizion (space ship sucked into a freaky dimesion etc) with Sam Neil that wasn't too bad its a few years old but still pretty good.
13 Gohsts is kinda cool kinda crap :) but it'll do when there is nothing else around.

The only movie that made me feel really creeped out what House on Haunted Hill, when it came out in 1999. But Since then it's lost it's creepiness. Still a good movie though!

Go and see the new film Phase at the theater or rent American Haunting. Both excellent. The second one is from M.Night Shyamalan so it's a good puzzle as well as scary.

I personally find Sixth Sense one of the scariest shows I've seen, but most people disagree with me LOL. Ayway, here are possible shows you may want to consider:
texas chainsaw massacre 1 (original) - i know it's old but it's freaky!
odishon - it's a jap movie that scared the sheet* out of many i know
haute tension
dawn of the dead (original and new)
sixth sense
shutter (a thailand show - go check it out.. really spooky)
