This is a very interesting question of course. As you see, to manipulate IR signals, you need to have knowledge about programming as well as electronics. Electronics is needed as you have to build the circuits to capture the IR coming to computer or going out. And you need to know about a computer programming language to code how to work when signals are received. You have to refer the port programming section of the language you are using. Prot programming is easy with language like Pascal, C or C++ but difficult with VB or Java. Not that difficult but you have to write lot of codes :( You’ll be able to get some DLL files for VB to access the ports and some Class libraries in java. Anyway, just follow the links I have mentioned below and you’ll see how they can be used for your need. And also, if you find this answer is worthy, you know what to do right :)

nothing magic about Infrared (just another high frequenzy light)'
The light source is send by and infrared diode and picked up by an infrared detector diode (like on the TV controll but more intense) the light is then converted (the pulse) to an on / off (zero/one) cmos chip written from there via your other Hardware (Buses other chips, cards ) to your Hard drive. No magic just no cable (Microwaves do the same on your Mobile Phone)'
Take care!
