I rent an apartment. The air condioning does not blow cool air anymore. The filter is clean. I checked the switch, it works. The inside fan comes on, but the outside fan, in the unit itself does not. I checked the circuit, and when the switch is on inside, the circuit closes on the outside, but the fan still does not come on. I assume it needs replacing, but is there any way to find out EXACTLY what is the cause of the problem?

Call a good A/C guy and ask him.

It may be due to a leak of the freon from the system. I do believe you will find that the Outside (Condenser) fan will not come on until the "System" has built up enough pressure to close the "pressure" switch. The "System" can't build up enough pressure if there isn't enough freon. The inside (Evaporative) fan runs in any case.

This is a problem for your landlord. You should not pay out of pocket for repairs.
Unless you are a trained A/C technician you will no find out exactly what is wrong. and if you have messed with the system and it Does become apparent then the cost of repair /replacement will fall on you.

Sounds like you need a charge of Freon. Go to your local car parts store or hardware store, they usually have what you need. Or just tell your landlord you need your air conditioner charged.

it is probably the compressor, you need to have the manager of the appt come and replace it.
