Probably no matter how you tell a person like that you won't get good results ... and you may get retaliation. Your best bet is to speak to someone in human resources. It may work if you try to address the problem company wide in general without pointing a finger directly at your boss. If you can encourage the company to go with a more positive reinforcement plan for employee recognition, maybe your boss will either have to comply or will recognize himself in the bad examples of what not to do. Or maybe a higher up will recognize that there must be a problem in your department, or you wouldn't have brought it up. Tread lightly. If you are determined to bring it up with your boss, the best way would be to ask for a private meeting at a time that isn't crunched and tell him that you (and your fellow employees) would be so much more productive in response to positive encouragement and ask him if he's willing to give it a try as an experiment. He may not know what you mean and he may be willing to accept some guidance on it. Good luck.
