Telnet is an application that is use to connect to a device which has this applicatio n enabled on it.The port that it is used to connect is port 21

For example:- if you have a windows or linux machine in which Telnet service is running you can connect to the server from any other machine if they are in the same network .

from a telnet client use the command telnet 21

I love peoples text book answers. In normal words, telnet is used to remotley access an outside resource. Basically getting to the CLI (command line interface) of a machine. Telnet can be done locally as well as to a remote resource. Secure Shell (SSH) is taking over telnet, because all information passed over telnet is in plain text.
