use a spray bottle with a teaspoon of white glue mixed up in hot water. The sand will absorb the water and the glue will hold the sand together. use baloons under the sand for creative ideas and go online to see some great images of real works of art.

Since it's labor day and patriotic themes always seem to get a lot of attention, do something that has to do with "support our troops" or some crap like that.
