actually i feel that they both have to capture [in a sense] the broadcast signal

No. A tuner can capture video sgnals (from the antenna, s-video or video-in input lines) but the quality of the captured file is poorer than one done with a "pure" video capture card (which, btw, must have also a firewire input for digital video). Also, very few (in fact I don't know any, but there could be however) video capture cards can capture broadcasted signals (i.e. they have their own tuner).
PS not all the tuners have the capture facillity...

Sorry, but all the answers here are wrong.

The difference has nothing to do with quality. In fact, the term "video capture" just means any device that can capture analog video and convert it into a digital format. A TV tuner card is an "example" of a video capture card -- not necessarily different from.

TV Tuner cards have the ability to accept many different types of analog inputs - cable, RCA jack, S-Video, etc. This makes it easy to hook up your antenna, VCR, and cable/satellite box. With a decent card, you can save the incoming feed as high-quality video that can be burned to DVD or stored at even higher quality on your hard drive. Keep in mind that the quality is only as good as the source.

The best thing about tuners is that they only require an open PCI slot on your motherboard. You don't have to replace your existing video card, which you can still use for gaming. I recommend you look into the Hauppauge brand of video cards. It literally turns your PC into a DVR (digital video recorder) packed with a lot of features such as scheduling recordings of your favorite shows if you desire. The Hauppauge PVR-150 and PVR-250 models are great for the price.

kinda but the tv card is like your tv, it accepts signals at different frequencies and your capture card may be setup differently. I have used my tuner to capture video and it wasn't that great. I also used my tv tuner card in conjuction with an RF modulator to hook up my video camera and use it as a web cam, before I had a USB cam.

TV Tuner Card is not same as video capture card?
It is hightper band bradcast system card
